PSBC Group was founded in 2023 by Vince Rukstalis, a long-time Papillion resident and small business owner.
​
Prior to co-founding Papillion Animal Hospital, Vince gained an immense amount of Operations Management and Human Resources experience working as an Airport Operations General Manager with American Airlines (formerly US Airways/America West Airlines) in several major-market locations across the U.S. and is a recipient of the AA Chairman's Award for outstanding turnaround performance of a major business unit.
Additionally, Vince served as the Regional Manager for Ford Motor Company's Spin E-scooter Division in Kansas City and Omaha during Spin's start-up phase in 2019-2021.

Vince returned to Papillion Animal Hospital on a full-time basis in 2020 to lead and direct the business and administrative aspects of the expansion of the company and currently oversees all administrative and support functions for the hospital.
​
Vince is a graduate of Creighton University’s College of Business Administration, a member with the Sarpy County Chamber of Commerce, and is a regular presenter on the Chamber's Executive Dialogue Group.

Founding Entrepreneur for Papillion Animal Hospital. Oversaw all aspects of the planning, acquisition of start-up financing, initial marketing strategy, and execution of the business plan. Achieved $1 million in sales and attained profitability in year two. Lead the company through 20% growth rate and 2017-2018 expansion. Completed 2020 facility expansion plan financing, build-out, and relocation of hospital IT infrastructure. Responsible for all business administrative and support functions for the hospital.
Regional Manager for Ford Motor Company backed Spin Electric Shared scooters in Omaha/Lincoln, and Kansas City. Lead the execution of the start up business plan and served as the local Leader for the Operations Team in each city.
General Manager Denver and Houston with Spirit Airlines. Responsible for all aspects of 24-hour airport ground operation including customer service ticket counter, gate, operations, and ramp for each location. Executed company start up plan for Denver location and grew operation from 2 flights a day to 12 per day. Oversaw rapid growth of the Houston station increasing flights from 12 per day to 23 per day including 3 international destinations within 2 years. Coordinated with airline operations control center and IAH airport for disaster evacuation flights during Hurricane Harvey to move over 400 stranded people out of the Houston Inter-Continential Airport to safety locations across the United States.
Progressed through a series of increasingly responsible roles with American Airlines (formerly US Airways/America West Airlines) culminating as General Manager of the Las Vegas Focus City Operation. Challenged to turn an unprofitable airline hub operation into US Airways' largest branch location within 12 months. Identified and implemented cost savings in all aspects of the business unit. Held full responsibility for all aspects of a 24-hour airport ground operation consisting of 37 daily departures. Directly managed 1 Duty Manager, 6 Shift Managers, 4 Administrative Assistants, and over 300 unionized employees. Collaborated across corporate divisions and routinely presented plans to Managing Director, Vice Presidents, and Division Sr. Vice President.
